Session 1: Arkansas Legislative Session Recap

Arkansas Trucking Association President Shannon Newton will share a recap of the Arkansas General Assembly. Learn what bills passed and what impact they will have to business and trucking in the state.
 
Shannon Newton was appointed president of the Arkansas Trucking Association (ATA) in June 2014.  Newton has been with the ATA since 2003 and was vice president from 2008-2014. 
 
Since joining ATA, Newton has filled a range of leadership roles with expanded responsibilities in the development and implementation of strategic initiatives including planning, finance, member services, governance, regulatory and legislative affairs, and advocacy. In 2018, she was recognized by the American Trucking Associations with the President’s Trucking Association Executives Council Leadership Award for her regional and national advocacy efforts.
 
Newton was inducted into Arkansas Business’ 40 Under 40 Class of 2016. She has had held a number of association and national industry leadership positions, served on Governor Hutchinson’s Working Group on Highway Funding and spearheaded the legislative effort in 2019 to pass the largest highway funding package to ever pass the Arkansas legislature. Newton recently served as chair of the Vote for Roads committee that successfully campaigned for voters to pass a half-cent sales tax in November 2020 to fund infrastructure. In April 2020, she was appointed to Arkansas’s Economic Recovery Task Force to develop an industry-specific strategy and make recommendations to the Governor for the state’s COVID-19 economic recovery.

Meet the panel:

Richard Bell is president of Bell & Company, established in 1981 as a tax and bookkeeping practice with three clients. Thirty-nine years later the practice has grown from two members to 40 members with two locations, Conway and North Little Rock. Matthew C. Boch is a tax attorney who helps businesses manage their tax liabilities by resolving their Arkansas and multi-state tax problems and by leveraging economic development incentives. His clients range from small businesses to Fortune 500 companies, and engagements range from audits to appellate litigation. Within Arkansas, Matt is a leading tax advisor and advocate.

In addition to his work for specific taxpayers, Boch helps all Arkansas taxpayers through his policy work as tax counsel for the State Chamber of Commerce. He is a former chair of the Arkansas Bar Association Section of Taxation and the Arkansas Tax Advisory Council. Boch also authors the Dover Dixon Horne Arkansas Tax and Incentives Update blog and Arkansas chapters of Bloomberg and American Bar Association tax guides. Nationally, Boch serves of the board of the National Association of State Bar Tax Sections (NASBTS) and the American Bar Association (ABA) Section of Taxation State and Local Taxes Executive Committee, and he is a member of the Council on State Taxation (COST), the Institution for Professionals in Taxation (IPT), and the Independent SALT Alliance (ISA).


Paul Gehring is the assistant commissioner of revenue – policy & legal of the Arkansas Department of Finance and Administration (DFA). He joined DFA in 2007 as an attorney and was hired as chief counsel in 2014 and as assistant commissioner of revenue in 2016. As assistant commissioner, he is the administrator of DFA’s Office of Revenue Legal Counsel and assists the commissioner of revenue in the administration of Arkansas state taxation, the Office of Motor Vehicle, and the Office of Driver Services. Prior to joining DFA, he practiced in areas of civil litigation, domestic relations, class actions, worker’s compensation, and criminal defense. He has been licensed to practice law in Arkansas since 2001. He received his J.D. from the University of Arkansas School of Law – Fayetteville and received his B.S.B.A. from the University of Arkansas College of Business – Fayetteville where he majored in international economics and business.

Drew Smith is the assistant administrator – sales and use tax of the Arkansas Department of Finance and Administration (DFA) within the Excise Tax Division. He joined DFA in 2008 as an accountant and was hired as the assistant administrator of the miscellaneous tax section in 2014 and as the assistant administrator of sales and use tax in 2016. Prior to joining DFA, he was a tax accountant for Dillard’s Corporation.
