Keith Littleton, president of K&D Technical Innovations, provides outstanding technical training and equipment for the auto and heavy-duty truck industry. Specializing in CAN communication, Littleton excels in the field of electrical and lab scope diagnostics. His expertise has been felt in every state in North America and abroad, including Mexico, Canada, Australia, South Africa, South America, Bermuda and Europe.
Littleton was formally part of WheelTime University, which has trained technicians within the heavy-duty truck network. As part of this training network, he received the 2015 National Excellence in Training Award from ATMC (Automotive Training Managers Council). Littleton is also the current station chair for the electrical station at the TMC Supertech competition.
In 2013, Littleton played an integral role in the development and curriculum of Jones Technical school in Jacksonville, Fla. He took the auto program from a basic concept to a state-of-the-art auto/heavy-duty truck facility.
Littleton has worked as a full-time technician in the automotive, light-duty and heavy-duty diesel industry of both independent shops and dealerships from 1985 to 2005. He continues to train repair technicians in diagnosing challenging electrical components and circuit failures. He holds the following certifications: ASE Automotive and Heavy Duty Diesel Master & L-1. Littleton also holds nine Toyota certifications and 11 GM Certifications. He is joined by his wife, Dawn Littleton, who aids in the development of electrical training aids.

Lawrence Bengal holds a degree in geology from the University of Wisconsin and has over 45 years of experience in the public and private sector. Bengal has held positions with the Illinois State Geological Survey; a consulting project manager on mining and petroleum projects throughout the U.S. and director of the Illinois Oil and Gas Division. He currently serves as the director of the Arkansas Oil and Gas Commission, as a commissioner on the Pollution Control and Ecology Commission and as chief administrator - energy for the Arkansas Department of Energy and Environment.
Bengal has previously served as the Governor’s representative for Illinois and currently serves as the Governor’s representative for Arkansas to the Interstate Oil and Gas Compact Commission (IOGCC), where he has served as IOGCC vice-chair, chair of the environmental committee, chair of the IOGCC Carbon Capture and Geologic Storage Task Force, chair of the IOGCC-GWPC State Oil and Gas Regulatory Exchange and currently serves on the IOGCC Finance Committee and as chair of the IOGCC Resolutions Committee. Bengal also serves as the Governor’s representative for Arkansas to the Interstate Mining Compact Commission where he currently serves as chair of the commission.
Bengal serves on the Ground Water Protection Council (GWPC) Executive Board and has served as president of the GWPC. He served as a state representative to a USEPA Internal Work Group dealing with disposal well induced seismicity and the initial development of the UIC Class VI regulations for the geologic storage of CO2. Bengal has testified before United States Senate and House Committee’s regarding regulatory frameworks for geologic storage of CO2 and other oil and gas matters. Bengal is a recipient of the IOGCC E.W. Marland Award honoring outstanding state regulators.
Session 3: Alternative Fuels

Jacques van Heerden is the director of service for Rush Enterprises and has been in the industry just over 16 years. He is a certified in Liquid Propane Gas (LPG) through the Texas Railroad Commission who is the regulatory authority in Texas and also a Certified CNG Fuel System Inspector (CNG-FSI). Hisfirst real exposure to alternative fuels was in 2008 when Rush acquired the Blue Bird school bus franchise in Texas, and he was appointed as the operations manager for the franchise. At that time, Blue Bird was the only manufacturer that built a propane bus. Texas was also the state that supported alternative fuels the most, which resulted in us putting 1,200+ propane buses into the market in a very short time. He was moved to Rush's corporate office in 2014 as the company's alternative fuels specialist. Since then, he has taken on additional responsibilities, but alternative fuels is still a great part of his daily duties.
