Our seminar presenter and DOT regulatory expert, P. Sean Garney, Vice President of Scopelitis Transportation Consulting, will cover:  (1) the purpose of the new Clearinghouse, (2) the timeline for registration and full implementation, (3) a detailed review of FMCSA’s Clearinghouse rules including motor carrier-specific reporting and query requirements, (4) owner-operator and driver roles and responsibilities, (5) how 3rd party drug testing service providers can help motor carriers comply, (6) FMCSA’s most recent Clearinghouse-related guidance, and much more.

Sean Garney uses his operational knowledge, policy advocacy experience, and mastery of the federal regulatory and legislative processes to help an array of transportation industry clients. In his previous role at American Trucking Associations (ATA), Garney most recently served as director of safety policy. During his time at ATA, he helped shape the federal Compliance, Safety, Accountability (CSA) program, advanced legislation focused on motor carrier safety, advocated for the launch of a crash preventability determination pilot program, and reduced carrier compliance costs. He has served as an industry expert on topics ranging from Hours of Service Compliance, Electronic Logging Devices (ELDs), and the FMCSA’s Compliance, Safety and Accountability program.
 
While working at NIC Federal, a government contractor that operates the FMCSA’s pre-employment screening program, Garney worked with trucking industry stakeholders to advance information technology priorities in the federal government.
 
Garney has his Masters of Transportation Policy, Operations & Logistics from George Mason University and a Bachelor’s in Public Relations from State University of New York at Oswego. He is an active member several motor carrier industry association.

  • ATA members who attend without registering or register but do not attend will be charged $25.
