With drivers and companies hauling valuable cargo and hazardous material shipments throughout the United States, there needs to be protocols and policies in place to ensure the freight being hauled is done so in a safe and secure manner. 
 
During this presentation, Transportation Security Administration (TSA) and Cybersecurity and Infrastructure Security Agency (CISA) will explain the free services they offer to carriers to improve safety and security while hauling freight.

Vincent Bossi
Field Intelligence Officer, Transportation Security Administration


Vincent J. Bossi joined the Transportation Security Administration (TSA) in December 2011 as the field intelligence officer (FIO) who provides direct intelligence support to the federal security director and Federal Air Marshal for the state of Arkansas.
 
Prior to joining TSA, Bossi had a 25-year Army career; first as an active duty soldier, and later as a Department of the Army civilian. He served as the deputy chief of staff for Intelligence (G-2) Pentagon staff in support of worldwide contingency operations for over four years. Prior to his work at the Pentagon, Bossi served on active military duty for over 20 years, as a United States Army paratrooper and signals intelligence foreign language analyst, proficient in the Persian-Farsi language. Highlights of Bossi’s military service include serving in the XVIIIth Airborne Corps at Fort Bragg, N.C., the National Security Agency (NSA), the Defense Language Institute Foreign Language Center, the 82nd Airborne Division, and 3rd Special Forces Group. Bossi earned a Bachelor of Science Degree in Strategic Intelligence from the Joint Military Intelligence College in Washington, D.C.
 

J Bagley
Program Analyst, Transportation Security Administration


J Bagley is a program analyst in Region 4 of the Transportation Security Administration headquartered in Dallas, TX. 
 
He was appointed to this position in August 2020. Prior to this position, Bagley was a surface transportation security inspector in the William P. Hobby Surface Operations Field Office since January 2011. In his current role, Bagley is responsible for conducting and facilitating executive level outreach for the regional security director along with development of regional security plans and the regional response framework. 
 
In his role as a transportation security inspector, he was responsible for ensuring security compliance of persons and transportation systems/entities regulated under Title 49 Code of Federal Regulation (CFR). He also assisted in the administration of critical, complex compliance and enforcement programs designed to ensure secure transportation and protect the nation's public from terrorism, piracy, or other acts of sabotage to transportation systems, facilities and networks.  
 
Additionally, Bagley administered transportation security initiatives across the nation's transportation system; coordinated preventative measures, safeguards, and rapid response initiatives ensuring the secure and free flow of transportation assets across the nation and preventing instances of terrorism or other incidents. Prior to working for TSA, Bagley served in the United States Air Force as a security forces senior noncommissioned officer for 23 years until his retirement in September 2007.   


Chad Adams
Cybersecurity Advisor, Department of Homeland Security, Cybersecurity and Infrastructure Security Agency, Region VI


Chad Adams serves as the cybersecurity advisor for Region VI, Northwest Texas, Arkansas, Louisiana and Oklahoma with the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA).

His program works to foster collaboration and coordination on cyber preparedness, risk mitigation and incident response, and to provide cybersecurity resources, including training, exercises and assessments, in support of the nation's critical infrastructure key resource sectors and with state and local governments. Adams joined DHS in 2011, and was a team-lead on the Cybersecurity Compliance Validation Team (CCV). In this role, Adams was responsible for auditing and ensuring CCV compliance by federal agencies within the U.S. Government. Prior to joining the DHS, Adams held several roles within the private sector to include Quest Software, Inc. where he was responsible for identifying and monitoring advanced cyber threats, discovery of cyber vulnerabilities, network security, Linux/Unix software testing, and responding to local security incidents. Adams also worked for Dell Inc, in Round Rock, TX, as a complex systems analyst. He assisted large organizations with hardware and software issues as well as network security, network configuration, and cybersecurity issues. Adams holds a Bachelor of Arts in Information Systems Management from Southeastern Louisiana University and several industry standard certifications. He resides in the Tyler, TX, area.
