Welcome from ATA's Director of Safety Services and Loss Prevention
Mike Brust is the director of safety and loss prevention for the Arkansas Trucking Association. In 2019, he came to ATA with over 25 years of industry experience and more than a decade in safety-focused roles.
Previously, he worked with Protective Insurance, reviewing customers’ safety programs and providing guidance and direction for improvement. He also held a director of safety position for Southern Refrigerated Transport in Texarkana where he led successful compliance initiatives. He began his career as a combat engineer in the U.S. Army and then earned his transportation degree from the University of Arkansas before working 20 years at FedEx Freight as a manager in the safety department.
Federal Regulatory Update
Presented by Dan Horvath, American Trucking Associations
Dan Horvath is the vice president of safety policy at the American Trucking Associations. Horvath joined ATA in March of 2018 as director of safety policy after more than five years as director of compliance and safety at TransForce Inc. Prior to that role, Horvath was a Federal Motor Carrier Safety Administration auditor, examining new commercial carriers for regulatory compliance. Before his time at FMCSA, Horvath spent several years in the operations and safety department at Mlaker Transportation Inc., a Pennsylvania-based motor coach and student transportation company. In September 2018, Horvath was promoted to ATA’s vice president of safety policy. In this role, he represents ATA and its safety agenda before federal and state government regulators and various non-governmental organizations. Horvath oversees the association’s safety policy and hazardous materials committees which formulate the official safety policy agenda on behalf of ATA’s broader membership. Horvath, a proud CDL holder, is a 2017 graduate of the LEAD ATA program, a long-time volunteer at the National Truck Driving Championships, and serves on multiple committees with the Commercial Vehicle Safety Alliance.

ATRI Safety Research Update
Presented by Rebecca Brewster, American Transportation Research Institute
Rebecca Brewster is President and Chief Operating Officer of the American Transportation Research Institute (ATRI). ATRI is the trucking industry’s not-for-profit research organization, whose mission is research to improve the trucking industry’s safety and productivity. Brewster is the recipient of several awards including Fleet Owner magazine’s 2016 Dozen Outstanding Women in Trucking, the 2013 Influential Woman in Trucking award from the Women in Trucking Association, and the 2010 J.R. Bob Halladay award given by the 50 state trucking associations.

Comb’s responsibilities include strategic relationships/partnerships with owners, operators and communities at the state, county, tribal and local level to minimize risk and strengthen resilience of critical infrastructure.
