The Electronic Logging Device mandate frustrated many in trucking who realized the devices strict adherence to Hours of Service (HOS) rules limited their productivity in unexpected ways. Many complained that everyday challenges made safely complying the rules difficult. Traffic, limited parking availability, uncontrollable detention time and unexpected driving conditions were primary concerns. In response, the Federal Motor Carrier Safety Administration has added new flexibility into the HOS rules in an attempt to preserve safety while providing needed flexibility.Maj. P. Sean Garney has been in the trucking industry for nearly 20 years, holding roles as a dock worker, load scheduler, freight broker, industry advocate and government contractor. Prior to joining STC, Garney served as director of safety policy for the American Trucking Associations (ATA). He has served as an industry expert on topics ranging from Hours of Service, Electronic Logging Devices (ELDs), and the FMCSA?s Compliance, Safety, Accountability (CSA) program, among others.
Garney has his masters in transportation policy, operations and logistics from George Mason University. He is an active member of several motor carrier industry associations and serves on several local citizens advisory boards focused on transportation.
